M. Teresa Villegas

Teresa Villegas is a high-performing professional with over 25 years of experience leading mid- to large-scale legislative agendas focused on community, policy, and public development projects, particularly in sustainability and conservation. She served as the Vice President of the City of Los Angeles Board of Public Works, overseeing a $1.8 billion budget and 5,500 employees. Throughout her career, she demonstrated a proven ability to build and maintain collaborative relationships that achieve organizational goals. She has extensive experience lobbying in Sacramento and knows the interworking’s of the State legislative process. Further, she has a deep understanding of local government process especially on environmental policy, infrastructure development, and community advocacy. Her work includes significant contributions to legislation such as L.A. County’s Parks & Recreation Measure A and the Safe Clean Water Program - Measure W. Ms. Villegas holds a B.S. in Business Management from California State Polytechnic University, Pomona, and an M.S. in Executive Leadership from the Price School of Public Policy at the University of Southern California. Additionally, she has held various appointments, both for nonprofits and State Parks. She is currently chair of the LA County Watershed Stakeholder Committee for the Upper LA River.
